To implement the guiding principles of the Opinions of the Central Committee of the Communist Party of China and the State Council on Deepening Medical Security System Reform (Zhongfa [2020] No. 5) and the Notice of the General Office of the State Council on Issuing the Reform Plan for the Governance of High-Value Medical Consumables (Guobanfa [2019] No. 37), reduce the inflated prices of medical consumables, and under the strong leadership of the Provincial Party Committee and Provincial Government, in accordance with the arrangements and deployments of the National Medical Insurance Bureau, since September 2020, our province has organized the centralized volume procurement of two types of medical consumables: intraocular lenses and indwelling needles. On October 26, after fierce competition, the preliminary selection results were produced, with an average price reduction of 66.5%, the highest reduction reaching 94.34%, and the selected prices of many products setting new national lows. Among them, the average price reduction for intraocular lenses in 8 groups was 56.3%, with the highest reduction reaching 85.69%; the average price reduction for indwelling needles in 8 groups was 76.6%, with the highest reduction reaching 94.34%. After the implementation of the centralized procurement results, it is estimated that the annual procurement amount of the two types of medical consumables will decrease from 600 million yuan to 180 million yuan, saving more than 420 million yuan. million yuan, saving more than 420 million yuan.
This centralized procurement is the first time our province has organized centralized volume procurement of medical consumables, and it is also a beneficial exploration and attempt by our province to reduce the inflated prices of drugs and medical consumables. It has four characteristics: First, adhering to transparency to ensure fairness and justice. The procurement documents were publicly solicited for opinions before release, actively accepting social supervision. The release of procurement documents, material submission, bidding, and opening of bids were all completed online through the Henan Provincial Medical Procurement Platform, with a complete record and traceability, eliminating any human intervention, improving work efficiency, and truly achieving transparency, fairness, and justice. Second, adhering to the principle of "quantity for price" to ensure price authenticity 。 Giving full play to the scale advantages of provincial centralized procurement, organizing all public medical institutions in the province to participate in centralized procurement, and encouraging medical insurance-designated private medical institutions to participate. Enterprises independently quote prices based on the procurement volume, and the selected results are generated through fair competition. Third, adhering to scientific decision-making to ensure clinical needs. Widely soliciting opinions and suggestions from experts and manufacturers, fully considering clinical needs and product characteristics, scientifically determining product grouping, and formulating product selection rules. The mainstream varieties used in clinical practice by medical institutions in our province have all been selected, fully respecting clinical usage habits and meeting clinical needs. Fourth, adhering to policy coordination to ensure results are implemented. The procurement volume of selected products is directly specified for each medical institution. After selection, mechanisms such as 50% advance payment of funds by the medical insurance fund and 30-day payment to medical institutions are used to explore direct settlement between the medical insurance fund and enterprises, reducing the transaction costs of enterprises and fundamentally eliminating the industry problem of kickbacks.
